waterways from unnecessary landscape and irrigation runoff. For more information about this
FREE program, click here.

Underground Utility Project
CdM Flower Streets - Underground Utility Project Neighborhoods around Newport Beach have successfully moved
their utilities underground, creating a safer and more lovely view plane for their residents. A number of residents in
the CdM Flower Streets have suggested that we undertake the project for our community as well.
Iris Lee, Newport Beach Public Works, attended our August CdMRA Board meeting and provided us the background
and a basic outline for the underground utility project. Click here to review the Underground Utility Project
writeup.
Three people have volunteered to help with this project. But we can use a few more. If you have an interest in
helping make this important project a reality, and can devote a couple of hours a month to work on this project,
please email us and we will forward your name to our CdM Underground Utility Committee.

Newport Beach Parks - Under Development
Watch for details about upcoming development of parks in Newport Beach. Parks currently on the drawing board
include:
- Oct 07: City Hall site issue to be decided with the February 2008 ballot now that the required petition
signatures have been validated.
- Aug 07: Council is actively negotiating with The Irvine Company on a long-term lease for office facilities in
the 500 block of Newport Center. May 07: City Council approved DMJM to study both the OCTA site and
Newport Center Park as possible locations for new City Hall. Report expected in July. For more information
on this issue:
- Jul 07: DMJM Consultants studied both Newport Center Park and OCTA site. Findings initially favored
Newport Center Park, but the findings were qualified based on limited information available, and did not
include environmental impact, traffic circulation, and known groundwater issues.
- Jun 07: Petition being circulated by Bill Ficker to get city hall built on Newport Center Park.
- Mar 07: City Council has asked the PB&R to resubmit their recommendation on whether NCP should be an
active park or a passive park. The PB&R will place this discussion on the agenda for its May 1 meeting,
and report back to City Council at the Council's May 29 meeting.
- Feb 07: In a 4-3 vote, City Council once again preserved the passive park status of Newport Center Park,
and has taken it out of consideration for a new city hall location. Several hours of public comment preceded
the vote.
- Mayor Pro Tem Ed Selich is actively working to get the park started this year. The plans are 90% complete
for a passive view park with grass, walking trails, a place to have a "brown-bag" lunch, and sitting and
reading areas for library users. $600,000 is being donated; and $400,000 has been allocated in the City
budget to begin Phase I of the park's development.
- Jan 07: The Parks Beaches & Recreation Commission voted unanimously to retain the initial passive
design.
- Sep 07: Landscape architect has been retained to developed plans for improved plantings and ornaments
that can be incorporated into this park, which will be consistent with Coastal Commission requirements.
- Jun 07: Improvements are being proposed for Back Bay View Park including perimeter lawn, trees, drinking
fountain, pathways, benches and a gazebo. Parking solutions are being studied. May need to erect a
temporary fence to keep rabbits away from the landscape.
- Jan 07: The City is working on an agreement with Newport Ridge Community Association that will allow the
City to manage one of the two practice fields at the park. The use will be primarily for organized youth sports
for Sage Hill High School, Newport Beach Little League, AYSO and Orange County Lacrosse.
