CALL TO ORDER:  7:35 a.m

A.  Welcome & Introductions.

B.  Minutes of Board of Directors meeting held  July 15, 2010 were approved.

C.  Council Member Nancy Gardner (District 6) reports:
  • Extended beach hours for dogs in winter months still under PB &R discussion.
  • City is very diversified for our water resources, not relying on one source,  including the
    scenic Big Canyon Reservoir area.
    Council Member Ed Selich (District 5) reports:
  • New City Hall dirt moving continues to progress; bids will close after Labor Day and be
    awarded in early 2011 for the actual building structure. Value Engineering being conducted
    for materials and seem lower than the original expected cost; should come in at around $100-
    105 million for entire project which is scheduled to open Fall 2012.
           
D.  Guest Speaker City Attorney David Hunt reporting on City Charter Amendment Changes,
Measure "V":
  • Measure "V" will be on the ballot this Fall, and addresses two types of issues: modernizing
    and updating for efficiency purposes and Policy related issues of taxation and oil field
    restrictions. As a Charter City we are partially independent from CA Laws so an update is vital.
  • Measure "V" reads "Shall the Charter be amended and ordinances repealed to: close Charter
    loophole that circumvents Proposition 13; restrict oil operations; amend legal document
    publication requirements; simplify franchise processes; increase formal bidding thresholds;
    adjust misdemeanor penalties; require redistricting appointments every ten years; amend
    Civil Service System; repeal Chamber of commerce contribution limit; remove city contract
    term limitations; require vote for the sale of City owned waterfront property; make
    administrative changes to comply with state and federal law?"
  • The City became Chartered pre-1950 so these updates and revisions will make us more in line
    with current practice, repeal unconstitutional requirements and are backed by unions and
    Civil Service.   
  • A summary of the amendments to the City Charter will be sent to us so that we can post it on
    our website.  The full text of the Charter amendments and ordinance repeals are available at
    the City’s branch libraries and can be found on the City's website at

E.  Planning Commissioner Mike Toerge reports:
  • Zoning Code change recommendations were sent to the City Council; FAR (Floor Area Ratio)
    and basements approved, 2 car enclosed garage or if over 4,000 Sq. Ft. a 3 car enclosed
    requirement; R2 carports still OK. Issue on City Council agenda Sept. 14th.
  • Changes in the vicinity of JWA (John Wayne Airport) include buildings being demolished, new
    ones to include residences in rebuild plan.
  • China Palace requested live entertainment permit until 1 AM.
  • Mariner's Mile properties were purchased, will be leased and maintained until economy turns
    around for rebuilding the site.

F.  Parks, Beaches & Recreation Commissioner Kathy Hamilton reports:
  • Ron Cole is a new PB&R Commissioner.
  • Volleyball courts were relocated & are now operational in China Cove.
  • Rollins home "Whale House" owner desires City to designate his property an Historical Site;
    no presentation to PB&R committee, however.
  • A new East Bluff Ball Field scoreboard will be paid for & maintained by the Baseball groups
    that play there; numbers will be lit but not at night.
  • Reminder that September 20 is "Soft Opening" of Oasis & October 9 is Grand Opening.
  • New bench will be installed at Big Corona.

G.  President Karen Tringali reports on Correspondence & Continued Business:
  • Suggestions made to revise Market Research Zoning Code Survey before proceeding to post
    on our website, email & mail to our members.
  • Defer Eco Trash Can Request & Branding Project Update to next month.
  • Membership update, 50% of dues were paid as result of March Mailer.

H.  Treasurer Marge Sawyer reports via telephone, $9.001.84 in the treasury, no expenses and
deposits of $600.

G.  Public Comments & Non-Agenda Items:
  • City Council Candidate Mark Tabbert introduced himself; has been campaigning door to door
    to meet neighbors; reminded the City has a Do Not Solicit Registry for candidates to confirm
    which residents do not wish solicitations.
  • Board members have received complaints from neighbors of dogs in retail stores and
    grocery stores, etc, which violates Health Code. We will address this issue for additional
    feedback after our Zoning Code Market Research is complete.
  • The Chamber of Commerce is hosting its annual "Coastline Car Classic", Sunday September
    12 at Big Corona Del Mar State Beach parking lot from 10AM to 4PM, featuring 150 world-class
    cars and benefiting the Pediatric Cancer Research Foundation. Scout groups and
    organizations can benefit by participating in group sales. Contact to Chamber for further
    details.
