A. Welcome & Introductions

B. Minutes of Board of Directors meeting held  February 18, 2010 were approved

C.  City Council Report:
  1. Mayor Keith Curry (District 7) reports the City Council is considering additional changes to City's
    budget to get the City through the remainder of this fiscal year, ending June 30th. It is his intent to speak
    with as many residents as possible.  “Meet The Mayor” starts this Saturday, 9:00am-10:30am, at the
    Newport Coast Community Center.  City Manager Dave Kiff has implemented a "Call back or email back
    within 24 hours" policy for all departments, Council members included.
  2. Council Member Nancy Gardner (District 6) reports the Solicitation Ordinance changes are on the
    City Council agenda. Be aware the judicial system has upheld allowing solicitation until 9PM, but posting
    notice of NON Solicitation by entrances to homes/businesses and signing up for a "Do Not Solicit" list (to
    be implemented within 2 months by the City) will prevent unwanted activity. Ace Hardware sells such
    signs at a minimal cost.   She has also received emails regarding poor visibility at intersections, along
    with requests to increase the size of the no-parking red-painted areas to help improve visibility.  Of
    course the downside is the elimination of some parking to do that.
  3. Council Member Ed Selich (District 5) reports the Zoning Code Committee met yesterday to discuss
    the third draft of the revised code.  A decision was made to defer Morning Canyon and Buck Gully
    solutions (more input needed from Coastal Commission, etc.) so won't delay implementing the remainder
    of the code. The empty, unsightly buildings at Dover and Coast Highway have been purchased by 2
    owners who will be cleaning up and leasing out the properties eventually demolishing and rebuilding.
    City will hold owners to a rigorous time schedule to resolve the blight.

D.  Guest Speaker Board Member Dennis Baker of Newport Bay Naturalists & Friends (a non-
profit/educational organization whose mission statement is "Preserve, Restore & Educate")
  1. Environmental, Informational & Commercial Benefits are numerous. Migrant birds travel 2,000 miles for 1
    month to get to Back Bay and their first order of business is to eat, then bathe and play, which teaches
    skills to their young. They spend the winter replenishing themselves prior to the long flight back to the
    Arctic. In summer, birds visit from the South, though fewer in number. Breeding season works as a filter
    and sifter of "fines" (sediments) as they dig and search for food imbedded in the mudflats. Prior to 1913
    didn't have the current significant drainage into Back Bay, now controlled by frequent dredging. Babe
    the Bobcat, a recent resident has had 4 litters to date, all comfortably settled into Back Bay. The Back
    Bay includes the "Peter & Mary Muth Interpretative Center" housing classrooms for education & hosting
    tours (Individual and corporate donations to fund scientific equipment, etc. are welcome!), commercial
    fishing (75% of which comes from estuaries such as Back Bay), and the Newport Aquatic Center.
  2. Physical and Mental Health benefits include opportunities for jogging and biking the riding trails, three
    kayak rental facilities are available, phenomenal views & a nearby equestrian center to enjoy.
  3. Opportunities include sharing a skill--artists to teach classes, volunteers to lead tours, coastal clean-up
    opportunities, funding research, employee team building such as kayaking, biking, jogging  together.
  4. The three owners of Back Bay are the City of Newport Beach, the County of Orange and the State of
    California (Dept. of Fish & Game, specifically), with guidance coming from Newport Bay Naturalists &
    Friends. Website & contact info are www.NewportBay.org and 949-640-1751 for questions and
    comments.

E.  President’s Report from Karen Tringali:
  1. Correspondence:  The Little Woman Restaurant expansion hearing is today; 100 sq.' for take-out with
    seating for 6 outside.
  2. Continued Business:
  1. Invoice and newsletters were mailed at a total out-of-pocket cost of $200 (instead of $1,400) with
    stuffing, gluing by volunteers & BID's help with postage costs
  2. Next Town/BID Meeting will be held at Sherman Library & Gardens on Thursday April 15, using the
    same format as previously with hosted tables and guest speakers. 5-6 PM Social Hour, 6-6:30 BID
    (Business Improvement District), 6:30-7:30 CdMRA & guest speakers. Representatives from the
    Harbor Division on tide pools & recreational resources, Oasis update, copies of the City's master
    calendar with the city's events, Shane Burckle on "Water Wise"& NB Film Festival representative
    and others. Notices will go out in our next Newsletter. Need volunteers for our registration table
    and help planning.

F.  Treasurer Marge Sawyer reports a current balance of $3,802.66 in the treasury with deposits of $420.15.
and expenses of $20 prior to recent mailings

G.  No March meeting for Parks, Beaches & Recreation (PB&R)

H.  Planning Commissioner Michael Toerge
reports on the agenda tonight, a small restaurant in Westcliff
Plaza desires outdoor dining; Rose Bakery and Cafe (an example of a pedestrian-oriented and Village-friendly
business) was cited for exceeding its seating allotment and was granted a significant seating extension to total
40 outside seats.

I.  Outreach/Communications Report—Karen Tringali:
  1. Membership Update--invoices included request for email addresses
  2. Newsletter to be mailed at end of March. Lead with Town Meeting information, questionnaire of what
    businesses are desired/needed in CdM, May OC Marathon info and our accomplishments for 2009. To
    check with City for suggestions on reducing our printing costs.
  3. PayPal on Website is up and running, $2/charge per $20 dues

J.  New Business--suggestions for upcoming guest speakers and topics include new Fire Chief

K.  Public Comments/Non-Agenda Items:
  1. OC Sewer & Public Works projects are coinciding which limits driving on Bayside to one-way traffic;
    projects to be finished in April;  please drive carefully.
  2. The 2009 N.B. Film Festival Best Documentary film "Blue Gold Water Wars" (topic is the privatization of
    water) will be shown at the Back Bay "Peter & Mary Muth Interpretative Center" on April 1st (no joke!) @
    7 PM; the Director will host Q & A session afterward
  3. The SCE facility on Bayside is unsightly, filled with weeds; Council members to intervene since SCE has
    not been responsive to Board Member Val Skoro
