CALL TO ORDER:  7:35 a.m

A.  Welcome & Introductions by Debbie Allen

B.  Minutes of Board of Directors meeting held  November 19, 2009 were approved as modified

C.  City Council Report:
  1. Councilman Ed Selich (District 5) away on business
  2. Councilwoman Nancy Gardner (District 6) reports
  1. The Supreme Court has ruled limiting solicitors before 9PM is an abridgement of free speech. The
    City Council has asked the City Attorney for a "do not solicit list" to be published in the City's
    Manager's newsletter. By posting a "NO Solicitors" sign in front of residences, Police could
    enforce no solicitation.
  2. Buck Gully proposed erosion control project didn't receive enough home owner's signatures but
    City may still be able to proceed with the lower part of Hazel Drive
  3. Proposed and in public hearings is a state mandate accessing $150,000 per "average size"
    marina (10 boats or more commercial venture), a total of $7 million for Newport Harbor. The
    monies would go for reports and studies of water quality  instead of toward improvement of water
    quality.
  4. Goal setting meeting included staff reports that due to early retirement plan some services will be
    effected, but no critical services; Fire Chief resigned for personal family reasons
  5. Nancy to contribute to offset our shortfall of cash

E.  President’s report by Debbie Allen (from Karen Tringali):
  1. Correspondence: Non-profit postage not resolved
  2. Continued Business: BID has proposed paying postage for mailing CdMRA Invoices for 2010 if we
    include VIP Business Card discounts in the mailing (Chamber's website lists the businesses and their
    individual discounts which are also advertised in Daily Pilot), as a complimentary service to our
    members. Motion passed to take advantage of the offer after approval of invoice verbiage

F.   Treasurer Marge Sawyer reports by phone $1,850.51 in the treasury with pending deposit of $612.

G.  Parks, Beaches & Recreation (PB&R) Commissioner Kathy Hamilton reports there was no meeting
last month

H.  Planning Commissioner Michael Toerge reports a parking waiver request for a medical building on
Old Newport Blvd. is on tonight's agenda

I.  Public Comments:
  1. Mayor's dinner is Friday, February 19th at the Marriott Newport Center
  2. The Oasis Gala is scheduled for Friday, November 12th.

J.  Website Update, 2009 review of income and expenses and CdMRA accomplishments postponed
for next meeting

K.  2010 Goals and Objectives:
We will continue joint meetings with BID. Eight board members volunteered
for printing of invoices and stuffing envelopes at Sandie Haskell's home. Paul Glowienke volunteered to phone
all past-due members and remind them of the benefits of maintaining membership to our organization. Val
Skoro may volunteer to phone Presidents of Home Owners Associations to come and speak to us of their
Association's needs
