CALL TO ORDER:  7:35 a.m

A.  Welcome & Introductions

B.  Minutes of Board of Directors meeting held  June 18, 2009 were approved

C.  City Council Report:
  1. Councilwoman Nancy Gardner (District 6) reports AERIE Project was passed; met with residents on
    Poppy Ave concerned with neighborhood traffic and speed issues, working with Traffic Engineer Tony
    Brine to resolve those problems perhaps starting with signage at Newport Coast directing drivers to use
    that route and avoid CdM congestion (CalTrans has signage authority there). CdM Library 50th
    Anniversary celebration begins with a ribbon cutting 9 AM 7/28 through 8/1; Councilperson Gardner will
    be reading some of her father Judge Gardner's writings; different daily activities are scheduled. The
    Coastal Land Use Plan passed with alterations by the Coastal Commission and allows for mixed use,
    affordable coastal accommodations, etc. mainly in West Newport

E.  President’s report from Karen Tringali
  1. Correspondence--Avocado Resident's land use issue on agenda; Teen Walk for Leukemia coming up,
    Chamber of Commerce and BID (Business Improvement District) are now digital and we may link them to
    our website
  2. Bylaw Change--no motion to amend or changes to officer voting
  3. Tringali & Glowienke will draft & send letter to HOA's to encourage participation in General Plan Local
    Coastal Plan (GP/LCP) meetings; info  published in our newsletter. Gardner suggests a member of our
    board attend each of those meetings and disseminate the information to our association, informing
    homeowners living next to gullies and bluffs of pending changes.
  4. Press links on CdMRA website and/or disclaimer--will tailor a policy after review of the City's policy and
    vote next month regarding news sources
  5. Permit Modifications: HOA CC&R requirements v. City codes would make a great Council Study session;
    City of Dana Point has such policies in place; have HOA's send letters of succession for co-ordination.
    Skoro informs us that an owner of 2 properties in Irvine Terrace began connecting the 2 homes without
    permits. Cameo Highlands HOA defaults to city's permit/planning process while a Harbor View hills HOA
    resident recently did grading renovations without permit so their architect/consultant insisted the City red-
    tag the project. Allen to draft letter from our Association to the City Council to encourage a Study
    Session on the matter.

F.  Treasurer Marge Sawyer reports $1,121 deposits, $68.90 expenditures and $4,011.33 in the treasury.

G.  Parks, Beaches & Recreation (PB&R) Commissioner Kathy Hamilton reports the volleyball court
issue in China Cove is with the Coastal commission now. Big Corona would be better off environmentally by
banning BBQ fire-pits; $1,000 fine for use of illegal BBQ's now. Gardner foresees a time when the legal BBQ
fire pits will be removed--guests bring trash to burn like tires, couches, pallets with nails, old chairs, etc.
Currently only 4 beaches out of 435 in California from Ventura to the Oregon border allow fire-pit BBQ's (OC
has 125 beaches); the 27 mile long Santa Monica beach doesn't have 1 fire-pit. People manning the ticket
booths to enter the beaches are generally young people, Park Rangers are limited in their ability to enforce
laws since resources are stretched, can't do anything after dark and the Police generally don't walk the
beaches. Hamilton & Gardner will keep us informed. FYI staff and pensions are City's biggest budget items and
only 8% of traffic ticket revenue goes to the City

H.  No Planning Commission report from Commissioner Michael Toerge

I.   Membership Report from Membership Committee:
  1. Delinquent Member Phone call Results--200 emails and 70 postcards have been mailed; committee
    consisting of Johnson, Haskell, Sawyer, Bartlau & Tringali will recap their suggestions at next month's
    meeting

J.  Website Update—Karen Tringali:
  1. Rotary Club Lobsterfest 8/2/09, 3-9PM at Newport Dunes. Will wait for policy to be established before
    voting on request to add Rotary Club to our CdMRA website
  2. Historically Important People suggestions are Don Callendar of China Cove & John Macintosh; Bud
    Rasner has volunteered to write Bio
  3. Will be updating our obsolete website; need volunteers                

K.  New Business:
  1. Summer Newsletter will be single page, folded and sent to all of 92625; to include information on Fire
    Department's "Ready Set Go" personal wildfire action plan and GP/LCP Committee & our Neighborhood
    Preparedness EXPO
  2. Attend our 8/19/09 Neighborhood Preparedness EXPO at Sherman Garden, 5:30 PM, stroll the Garden,
    enjoy hosted refreshments & visit the information tables displaying disaster relief equipment & supplies;
    get ideas on how to organize personal disaster supply kits & listen to guest speakers
  3. Upcoming CdMRA guest speakers Traffic Engineer Tony Brine on synchronization of lights, countdown
    on sidewalk crossings, etc., Fire Marshall Steve Bunting on "Ready Set Go" Program and our new Police
    Chief

L.  Public Comments
  1. Send letter welcoming our new Police Chief
  2. The Shore Cliffs community and city came together and worked together over the replacement of the
    damaged coral tree
  3. Irvine Terrace sprinklers will be checked by City staff for over-spray
