CALL TO ORDER:  7:35 a.m.

A.  Welcome & Introductions

B.  Minutes of Board of Directors meeting held March 20, 2008 were approved

C.  President’s report from BJ Johnson:
  1. Agenda for joint Annual BID & CDMRA General Meeting 4/23/08 to be held at Sherman Garden
    includes BID Vision Plan update, parking project, master plan, water quality & code
    enforcement. Refreshments will be served compliments of El Ranchito, BID & CDMRA
  2. Gated communities have different rules for Police enforcement but can permit PD to enter
    and resolve problems. All are invited to attend “Speak-Up Newport” scheduled for May 14th;
    a Code Enforcement representative is speaking. If you see graffiti it is important to call the
    Code Enforcement special “Graffiti Hot Line”; they are very responsive to eradicating graffiti
    quickly
  3. On 7/1/08 new hands-free cell phone law will be imposed

D.   No Guest Speaker; Irvine Terrace Neighborhood Update by Val Skoro:
  1. Community has budgeted to upgrade landscaping; a homeowner desires to install 2,500 sq. ft.
    of solar panels on hillside and laws preclude neighbors from interfering with installation

E.  City Council Report:
  1. Councilwoman Nancy Gardner reports the old Newport Tire Store has been leased to new
    tenant for 2 years while property development is in planning stage. Boat owners and city
    officials will be meeting with marine officials about the harbor & dredging under the private
    slips to mitigate eel grass
  2. Mayor Ed Selich reports within 1 week of the City Hall Design committee being formed, 25
    applications were accepted; by May/June the City will award $50,000 to each of the 3-5 chosen
    applicants and review criteria. By September/October open meetings will be held as the
    committee reviews the submissions. To clarify some misconceptions and rumors, the view
    plane ordinance will be respected; geological tests revealed no special undue restraints;
    72,000 sq. ft. was the projected need in 2002 but will be restudied & include open 250 sq. ft.
    per employee plus public space for meetings. The community desire for designing a non-
    intrusive facility will be respected.  Incorporated into a park-like setting the New City Hall
    design will have a Silver LEED qualification level, will address parking and encompass master
    planning the entire property. Board Member Bernie Svalstad suggests including a
    designated area for preserving the history of Newport Beach. Additionally, Hoag Hospital’s
    proposals regarding their property were met by the City requiring certain concessions
  3. Councilman Keith Curry not in attendance

F.  Treasurer Marge Sawyer reported $2,387.59 in the treasury.

G.   Website Update—Karen Tringali
Reports she will add Newport Beach Film Festival link onto our website; 20 new additional
members joined our association; new application forms are now available

H.  Planning Commission
Reported the proposed 3,700 sq. ft. home at Pacific Drive & Begonia Park was denied a height
variance request
                            
I.  PB&R Commissioner Debbie Allen
Reports two proposed parks at the City Council level are Marina Park & Sunset Ridge next to Hoag
Hospital which is planned as an active park although nearby residents desire a passive park; the
backstop posts will be lower and without lights. Wes Morgan is leaving as Parks Director but will
continue with the city as a consultant                                 

J.  New Business:
  1. Dennis Baker distributed a NB Film Festival flyer with information on the Family Film Series;
    on 4/26/08 a black tie gala event kicks off the festival; for additional information visit www.

  2. Karen Tringali reminds us to keep a watchful eye on the City Hall design process to ensure
    resident’s desires are fulfilled
  3. Bill Simons of Jasmine Creek promotes strict enforcement of HOA regulations, encourages a
    working relationship between the various associations and desires to be a guest speaker
    along with other HOA representatives in addressing our board
