PRESIDENT'S REPORT:
  1.  Correspondence, the letter from Patrick Bartlic, was read.  No action taken.
  2. John Lee, to open the restaurant at the Corona Del Mar State Beach, called Fugi.  He will also have
    beach rentals.
  3. Discuss general membership meeting, with BID, 4/23/08.
  • Subjects:  Vision plan, a power point with Ed Selich and Bernie Svalstad
  • Also to be discussed are traffic signals, parking, traffic problems, the LCP, and City Hall
  • Three council members, Mayor Ed Selich, council members Nancy Gardner and Keith Curry will be
    asked to address these issues.

GUEST SPEAKER JOHN KAPPELER - Division Manager, Code and Water Quality Enforcement.

Mr. Kappeler indicated that Cass Spence was the officer for Corona Del Mar.

    
  1.        Code and Water Quality Enforcement - Structures and responsibilities.

    They deal with matters such as construction noise, and construction lights.  The responsibilities
    are to enforce the City's Municipal Code and Water Quality Regulations.  They oversee
    construction sites, and commercial and industrial businesses.

    Contact Information:  Call 949-644-3215, or the main number for the City Manager, 949 644
    3002;  E mail or file complaints on-line.    Construction noise ordinance, Monday through Friday 7:
    00 a.m. to 6:30 p.m., Saturday 8:00 a.m. to 6:00 p.m., and none on Sunday or federal holidays.

    The NBPD has an Environmental Service Officer, Steve Burdette, 949 644-3652.  This officer
    deals with noise from such things as drinking establishments.

    The Building Department takes complaints on contractors violations, their number is 949 6443280.
    Complaints are anonymous.  If you leave a voice mail, you do need to leave your contact
    information, but that is held confidential by the Code Enforcement Division.

       2.        CDM Current Code Enforcement Issues:

    Per the City Manager's newsletter, the City Council, following a resident's survey, wants the Code
    Enforcement Officers to be pro-active.  Previously they responded only to complaints.  Now, in
    addition, they conduct inspections to find code enforcement violations.

    Issues include residents living in garages, illegal apartments and units.  Citizens are encouraged
    to report what they see, by call or E-mail.

    Residential Property Conditions.  There is a new Property Maintenance Code adopted by the City
    as of 1/1/08.  This requires residents to do upkeep of the exterior of their residential property, and
    clean up debris on private property.  This includes alley conditions and refuse issues.  The Code
    Enforcement does drive-bys in various areas.  However, if residents see a violation, they should
    report it.

    Code Enforcement also deals with group homes.  It was indicated that there are a couple in
    Spyglass Hill, and one on Dahlia.  There is a new city ordinance for unlicensed homes, requiring
    them to apply for a CUP, and comply with requirements of other agencies such as Social Services
    and/or other County offices.  There is also a process for a hearing on the CUP.  Dave Kiff, the
    Assistant City Manager, is in charge of this issue.

      3.        CDM Current Water Quality Issues:

    Code Enforcement oversees construction, washing out, and dumping.

    There is a huge amount of runoff that the City wants to reduce from Buck Gully, Morning Canyon,
    Little Corona Beach, and the Carnation Cove storm drain.

    Overwatering and washing down landscaping irrigation and runoff is not allowed, if the water goes
    onto the sidewalk or the street.  Citizens should report water flowing on the sidewalk or the street if
    they see it.  Report it to Code Enforcement (telephone number is above) or if it's after hours,
    report to the PD dispatch, 949 644 3717.

    There are available smart irrigation controllers, that go on when the water is needed.  They are
    available from several vendors, but the most active in Newport Beach is Weather Track.  The
    contact information for Weather Track can be found on the CDM Residents Association website.  
    Smart irrigation will be the state law in a few years.

    Residential car washing is allowed without restriction, if you are washing your own car.  If you have
    a commercial car wash come to your residence, they may wash the car, but no runoff into the
    street or the sidewalk is permitted.

    Code Enforcement is willing to come to community meetings, and give further information.  There
    are also brochures available at the Central Library, and at the Oasis Senior Center.

CITY COUNCIL REPORT
There was no City Council report, as all three council members, Nancy Gardner, Mayor Ed Selich, and Keith
Curry were at the police appreciation breakfast.

TREASURER'S REPORT
We have $4,825.59.  The CDMRA will do a postcard announcing the general meeting.

From the newsletter we received 66 new members.  We have 70 percent on E-mail.

PARKS, BEACHES AND RECREATION COMMISSION - Report Debra Allen
The City is having meetings regarding Sunset Ridge Park.  It will be an active sports park.  There will be no
lights.

The other park issue involves City Hall.  The Association will consider at its next meeting, a letter to the City
Council to encourage the City to build the "City Hall in the park" the way it was described during the election.  
This specifically would include view protection, no extension of Farallon Drive, maintaining the maximum
amount of park acreage on the site, and traffic mitigation.

NEW BUSINESS:

Discussion by Val Skoro, to encourage HOA's to bring concerns to the Board to be discussed.

Discussion by Bill Simons about the problem of protecting views between Associations.  Discussion ensued as
to the possibility of encouraging the City Council to do a zoning overlay, to protect views from one Association
to another, as the CC&R's do not seem to be effective on the edges of Associations.

Discussion by B.J. Johnson, about the DUI banner placed by the Police Department at PCH and Marguerite.  
Some residents and businesses have complained that it remains up almost permanently, and that is an excess
of the banner restrictions for other organizations.  It has also been suggested that it may send an unfriendly
message.  No action taken.
