    JWA Update  (February 2012)
    The Newport Beach Aviation Committee, which meets monthly, works on a variety of airport topics impacting Newport  Beach residents, including settlement
    agreement negotiations, JWA operational issues, and ongoing concerns about aircraft traffic over residential areas.  JWA handles two classes of airplanes:  
    commercial (passenger) aircraft and general aviation aircraft (cargo planes, private planes, etc.).  Those two classes are governed by different rules and operating
    procedures.  CdMRA is focusing its attention on the passenger aircraft rules and procedures.  

As you know, the Airport Settlement Agreement expires soon, and the City, Aviation committee members and other advocacy organizations (AirFair, Airport Working Group) are working diligently to
insure that limits on passenger caps, departures and operation hours remain in place to protect the communities around the flight paths.  In addition to these efforts, CdMRA has joined a
Newport Beach HOA Coalition which is requesting that JWA authorities and the FAA review recent flight departure path changes which are now impacting Newport Beach’s eastern-most
communities, including Corona del Mar and Crystal Cove.  

We will post updates on these important topics as they become available.  Below are a variety of resources and information regarding John Wayne Airport operations.

Airport Information & Resources








    Very High Fire Hazard Severity Zones In Newport Beach (now defined as all homes on or east of Orchid Ave)
    Senate Bill 1595, which became law on January 1, 2009, requires the California Department of Forestry and Fire Protection (CAL FIRE) to identify and classify
    very high fire hazard severity zones (VHFHSZ) throughout California and for sharing this information with local agencies, such as the City of Newport Beach.
    The information enables local officials to identify measures to help mitigate the rate at which a fire will spread, and help reduce the potential intensity of
    uncontrolled fires that threaten to destroy resources, life, or property.  In turn, local agencies are responsible for making CAL FIRE’s recommendations
    available for public review and designating, by ordinance, very high fire hazard severity zones within their jurisdictions. The matter comes before City Council
    on February 14 to meet that obligation.  And on February 9, a public Information Meeting will be held to provide this information to residents impacted by these
    changes.  Essentially, all homes on or east of Orchid Ave now fall within the VHFHSZ.  

Briefly, landowners whose property is located within a Very High Fire Hazard Severity Zone (VHFHSZ) will be required to:

  • Provide defensible space if the home directly abuts a canyon or other wildland space.   The amount of defensible space required will be a minimum of 100 feet, or to the home owner’s
    property line, from any occupied dwelling or structure. Creating defensible space involves removing or modifying flammable vegetation to reduce the threat from an oncoming wildfire. It
    gives firefighters the ability to effectively defend and potentially save a home from burning.
  • Any new construction, reconstruction or additions are required to comply with the California Building Code Chapter 7A “Fire Resistive Construction”. This chapter of the Building Code
    requires the use of “Ignition Resistant Materials” for such things as decks and building sidings. It also requires vents that won’t allow for ember intrusion into attic space and dual glazed
    windows and doors that will stand up to radiated heat from a wildfire.
  • Any Real Estate transaction will require the disclosure that the property is located in a VHFHSZ area
  • Homes and businesses that are located in the VHFHSZ that do not abut a wildland area, and all other homes and businesses in Newport Beach would still be required to conform to the
    existing fire code regulations regarding weeds and dead or dying vegetation per Section 305 of the California Fire Code.

An additional 1734 will now be impacted by the proposed Very High Fire Hazard Severity Zone regulations, including homes on or east of Orchid Ave in Corona del Mar.  Two very helpful

    UPDATE - FIRE RINGS:  PB&R Fire Ring discussion on February 7 resulted in the PB&R Commission voting 4-3 to recommend a ban of fire rings to City Council.  The Coastal
    Commission would also have to approve such a change if City Council proceeds.  For more information on this story, click here.

TIMELY TOPICS

    Zero Trash was started in Laguna Beach a few years ago.  It’s sole purpose is to engage volunteers in cities all over Orange County and beyond to spend two hours
    on the 1st Saturday of each month picking up trash in our neighborhoods and beaches.  Zero Trash has been fortunate to get several business sponsors in Corona
    del Mar (El Ranchito, for example), but unfortunately not enough volunteers or a team captain to take charge of this effort here.  

    Please help us get the word out to your neighbors and friends.  If any CdM residents are interested in signing up for this program (including important community
    service hours for your teens), please let us know.  All supplies are provided, including t-shirts and breakfast burritos!

    The Corona del Mar Residents Association (CdMRA) was created in 1987 to provide a unified voice on issues which impact all residential neighborhoods
    located in Zip Code 92625 (over 6600 households).  CdMRA utilizes a variety of communication tools, educational workshops and outreach programs to
    accomplish that goal.  We are NOT a "homeowner association".  We ARE a "resident advocacy" association.

    This volunteer organization works diligently to protect, preserve and improve our community's quality of life.  The larger our membership, the more effective we
    can be.


Be informed.  Be involved.  Support CdMRA through your membership.  Over 90% of our dues go toward the printing and mailing of our newsletters, and the balance is spent on our Town
Meetings.  We recognize that our members enjoy receiving our printed newsletters and attending our meetings.  But without your financial support, we won't be able to continue our outreach efforts
as they are today.
