CALL TO ORDER:  7:30 AM by President Tringali

A.  Welcome & Introductions.

B.  Minutes of Board of Directors meeting held October 21, 2010 approved as amended

C.  City Council Report:
    Nancy Gardner (District 6) reports:
  • Fuji Grill is no longer at Main Beach, another vendor to replace
  • City Council will address leaf blower issue "Option In, Option Out" program. HOA can ban
    their use after polling their members, etc., exemptions for parks, commercial property a
    possibility so would still effect residents. FYI City of LA has banned them and our survey of
    residents was overwhelming in the desire to see them banned. Forward questions to
    Gardner.
  • Parking issues for El Ranchito were resolved, see below
  • Oasis palm tree planting agreement was reached; if eventually obstruct neighbor's view, the
    City will rectify the problem
  • So far, 700 members have enrolled at the Oasis Gym
    Council Member Ed Selich (District 5) reports:
  • Bonds were sold for Civic Center; parking structure and grading contract let
  • Street light standards are being replaced and upgraded. Selich to look into the unsightly
    sidewalk that was patched with asphalt in Broadmoor, not matching the surrounding concrete
  • The raising of mooring permit rates is being considered, as are all harbor fees; an example of
    the rise is from $800 to $2,000
  • Smoking prohibition issue in parks, etc. to be considered by Council in January.
    Council Member Keith Curry (District 7) not in attendance
      
D.  No Guest Speaker this  month

E.  Planning Commissioner Mike Toerge reports:
  • The problem and resolution with the El Ranchito 1,100 sq. ft. addition request last month was
    an off-site parking issue which was  waived because public parking is now available nearby at
    the old elementary school site and City required owner to buy parking passes for the 14
    employees; 12:30 AM close (could have stayed open until 2AM); approval was issued with
    these compromises
  • On tonight's agenda: New application for an animal hospital proposed for Newport Coast; Staff
    proposed adopting mandatory regulations to be followed for installing solar panels  and is
    analyzing the planting of a hedge grove to partially block neighbor's view of solar panels on
    Irvine Terrace home site bluff; Toerge reminds us the City is limited because of state and
    federal laws

F.  Parks, Beaches & Recreation Commissioner Kathy Hamilton: No meeting this month

G.  President’s Report by Karen Tringali: Outreach, Publications and Correspondence
  • Need volunteers for CdMRA Table at December 5th CdM Christmas Walk
  • Our cost is about the same for a 2 page or a 4 page newsletter
  • Residents voiced concerns about China Cove Kayak private storage on public beach and
    personal trash left in public bins: residents are encouraged to call code enforcement when
    violations occur
  • Visibility at Flower Street intersections follow-up statistics are expected within a couple of
    months
  • Patch.com asked CdMRA to write about our calendar of events and important upcoming
    activities. Since this information is readily available on CdMRA's website and Corona del Mar
    Today's website, we directed Patch to those resources
  • Signs: Resident asks if there could be a central location for garage sales, eliminating all the
    weekend signs. Candidates are required to remove campaign signs after elections. Will place
    "signs" on next year's agenda.
  • Collette Vacations offering overseas CdM Chamber of Commerce Tours

H.  Treasurer’s Report by Marge Sawyer via phone: $5,275.49 in treasury, received $80 in dues and
expenses were $386.54. Moved to pay $235 Chamber of Commerce dues invoice

I.  New Business:
  • Voting for Directors and Officers for 2011 to be discussed at January meeting along with 2010
    accomplishments, 2011 Goals and Theme, 2011 Master Calendar, establishing a requirement
    of attendance by board members and setting criteria for waiving dues (i.e. for City Council
    Members)

J.  Public Comments--Non-Agenda Items:
  • Fernleaf Ramp Beautification discussion by non-member resident John Miller postponed
    because he is on jury duty
  • Paul Bartlau shared information with us about a custom ticketing company called
    "TicketSocket" that has graphic artists and managers on staff to create branded ticket sites
    with logo, demographic data, ticket pricing, setup, venue maps, etc.
